This is such a difficult area to build rules for, but if anything I see more people using their phones while driving, especially delivery drivers, than ever before.
Never understood why it doesn’t just come under driving without due care / dangerously / etc. The loophole stuff is a farce, it does frustrate me that laws can’t be “in the spirit of how it was written” – clearly, playing games on your phone while driving was never an intended part of mobile phone restrictions.
That said, never understood why other activities (eating, drinking, smoking) are allowed either.
